The transaction was reported to UOKiK at the beginning of February 2019. Its participants offer top-up for pre-paid mobile phones and handle various types of payment transactions.

The concentration affected many entities, including the domestic distribution (sale) market of top-ups for pre-paid phones using paysafecard electronic money. The President of UOKiK referred the case to the second stage of proceedings and conducted a market research.

The antitrust investigation into the concentration has shown that paysafecard is one of many types of electronic money available to consumers to pay on-line. Therefore, the President of UOKiK decided that the transaction would not significantly affect restriction on competition and gave consent to the concentration.

Pursuant to the Act on Competition and Consumer Protection, proceedings regarding concentration are two-stage. The first stage takes up to a month. However, in particularly complex cases, where there is a likelihood of a significant restriction on competition or where market research is requires, the proceedings may take more time.
