Appeal by the President of UOKiK on the DVB-T2 issue

- Soon viewers will be using the second generation of terrestrial television – DVB-T2.
- Many people will be buying the TV or set-top box they need for reception.
- President of the UOKiK, Tomasz Chróstny, appealed to the owners of major electronics shops and online sales platforms not to use the situation to raise the prices of this type of equipment.
From 1 July 2022, terrestrial TV viewers will be receiving a new broadcasting standard - DVB-T2/HEVC. As a result, consumers will be provided with more channels in better quality. However, not every TV set is currently able to receive the new TV standard. This problem affects 2.27 million households. 56% of them are inhabited by one person. Over 40% of such consumers are over 70 years old, and 81% of them are over 50 years old[1].
- Many people are already looking for a new TV set or set-top box that will allow them to watch new generation TV in a better standard. Increased demand may give rise to the temptation to increase prices of these types of products unjustifiably. I have therefore appealed to electronics retailers to shape their pricing policies for terrestrial TV reception equipment in the spirit of corporate social responsibility. I asked the owners of major online sales platforms to do the same. I appealed to them to react to unfair offers – says Tomasz Chróstny, President of the UOKiK.
The appeal was sent to the following companies: Euro-net, Media Saturn Online, Terg, Neonet, Morele.net, Allegro and Ceneo.
We would like to remind you that thanks to the government programme, purchase of the equipment for receiving terrestrial television for people whose financial situation does not allow them to afford it will be co-financed. Additionally, the President of UOKiK has joined the information campaign organised by the National Institute of Telecommunications - #GotowiNaDVBT2.
When buying new equipment, ask the seller if the TV set:
- receives terrestrial TV in the DVB-T2 standard
- decodes DVB-T2 signals with HEVC (H.265/MPEG-H)
- receives MPEG-2 Audio Layer 2 and Dolby E-AC-3 audio coding
If the receiver provides an Internet connection, it should support at least the HbbTV standard version 2.0.1.
Consumer, if you care about ultra-high definition 4K, then the equipment should also:
- receive HEVC HDR in HLG10 and PQ10 versions
- receive Dolby AC-4 audio
