Burda Media Polska - Edipresse Polska concentration approved by the President of UOKiK

Burda Media Polska - Edipresse Polska concentration approved by the President of UOKiK
  • President of UOKiK Tomasz Chróstny has granted Burda Media Polska permission to take control of Edipresse Polska.
  • The proceedings and in-depth market investigation have shown that the transaction will not result in a restriction of competition.

Burda Media Polska and Edipresse Polska specialise, inter alia, in publishing magazines and selling advertising spaces in them. In line with previous case law of the Polish and European competition protection authorities, as well as the European Commission, the President of UOKiK thought that the press publishers compete with each other on the markets for particular types of newspapers. In the course of the proceedings, an in-depth investigation was carried out into the market for luxury women's magazines, where the activities of the parties to the concentration overlap. The situation in narrower product markets, including celebrity magazines and premium women's magazines, was also analysed. It examined, among other things, the volume of paid circulation of magazines, revenues from their sale and revenues from the sale of advertising space in each title. The President of UOKiK has also taken into account the dynamic changes affecting the press publishers, mainly related to the closure of certain magazines.

"Our proceedings and thorough market analysis have shown that the concentration will not lead to a restriction of competition. This was largely because of the market situation and the closure of subsequent magazines by the participants of the concentration and their competitors. Burda Media Polska will still have to compete with other publishers after the transaction, and the readers will still have unlimited access to their favourite magazines and will not have to worry about significant and economically unfounded price increases. This is why I approved the concentration," says Tomasz Chróstny, the President of UOKiK.

According to the Act on Competition and Consumer Protection, a transaction shall be notified to the antitrust office if it involves entrepreneurs whose aggregate turnover in the preceding year exceeded EUR 1 billion worldwide or EUR 50 million in Poland. The decision issued is valid for two years.

The website of the Office of Competition and Consumer Protection provides information on all antitrust proceedings pertaining to concentrations conducted by the office. For more information on the principles of concentration of entrepreneurs, see the specially prepared study.
